The Urads
Czech local government is run though a system of local offices. The Urads.
The urad issue local parking permits, zivnostensky lists and much more, if you will be in the Czech Republic for any length of time you are likely to bump into the urad system.
When it comes to dealing with the urads as a non Czech, you are entering a happy world. Well maybe not quite happy but, certainly one that is "different". One of the things that you will discover is that, although the zivnostensky urads work from the same rule book as each other, they each interpret the laws differently. Don't worry about it. Definitely don't fight it. Just accept the fact and find a way to deal with it.
An example:
as a non EU citizen P1 may require you to have a notarized criminal extract from your home country, while P8 may just accept a sworn statement from your embassy here in Prague
As for qualifications, P3 may accept your education certificates as they are, but, P10 may want a notarized translation. But if you live in Zlin and your spouse is Czech, well that is very different than if you are a non Czech speaker in Prague.
The thing to do is ask. Ask the urad where you live or, more realistically, where you plan to register your business.
The urads are a lot better and more friendly than they used to be. They are a lot more approachable than they were. One handy tip is to ask for yourself.
Or if you ask a Czech friend to help, be sure, to go with them. The urads are loath to give out information to one person for them to pass it on to a 3rd person.
