Now that the Czech Republic is in the Schengen zone EU citizens do not need a visa to visit the Czech Republic.

"If a citizen of the EU, Iceland, Norway, Liechtenstein, or Switzerland does not have a travel document and cannot obtain one, at the time of the border check the police will allow him/her to prove identity and the fact that he/she is a citizen of the EU or one of the aforementioned countries by means of another document."

Registering with the Foreign police
It is recommended that as an EU citizen you register yourself with the Foreign police. The forms are easy and depending on where you live in Prague the registration takes minutes.
Residence Permits (EU Nationals)
A Czech Residence Permit is not mandatory for EU citizens, but it is advisable to obtain one.
Citizens of the EU, Iceland, Norway, Liechtenstein and Switzerland can stay temporarily in the territory of the Czech Republic without any special permission and only on the basis of a travel document or identity card.
If they intend to reside in the Czech Republic for a period of more that 3 months, they have the right to request the issuance of a certificate of temporary residence.
The requirements for the issuance of a certificate of temporary residence in the Czech Republic are defined in Section 87a (2) of the Alien Act and are listed here.
Citizens of the EU, Iceland, Norway, Liechtenstein and Switzerland have the right to request the issuance of a permanent residence permit.
A Residence Permit is generally required to establish certain services for foreigners, such as credit cards and you will need a permit if you intend to live the Czech Republic for an extended period of time.
