The site vlastina.cz is intended as a guide.
The laws are constantly changing. Trying to keep this site up to date is not easy. You can try to check the forums, or the best advice is to contact the relevant offices yourself or have someone do it for you
The system IS becoming simpler and more user friendly, but at the end of the day there is very little information for non Czech speakers to get started.
